Background: The Budget and Administrative Services Department (BDA) is responsible for providing Senior Management and the Board of Executive Directors information on performance and budget allocation, as well as providing efficient administrative services both in Headquarters and Country Offices such as: corporate security, travel management; real estate and facilities management, records management; and corporate procurement services, among others. Corporate Security within the Travel, Security, and General Services Section (ACP/TSG) of the Administrative Services, Security, and Corporate Procurement Division is offering an opportunity for highly qualified candidates to apply for the position of Senior Specialist.
What you’ll do:
Be responsible for security at the Headquarters complex in Washington, DC and throughout the region supporting Country Offices in Latin America and the Caribbean; as well as special offices in Madrid, Spain and Tokyo, Japan;
Lead Organizational Resilience Management (Crisis Management, Business Continuity, and Disaster Recovery) and security risk mitigation performance management for all Bank personnel, visitors, physical infrastructure, and physical assets. Coordinate rapid and thorough preliminary and ongoing risk/threat/vulnerability assessments to advise or recommend actionable options to the Crisis Management Team.
Manage and monitor performance of the Security Contracts, for Country Offices contracts need close coordination with each office.
Business Continuity: Oversee the regular updates to the Business Continuity Plans, and ensure performance of the plans and notification systems.
Security Program Management: Ensure all day-to-day security functions at the Bank are tactically delegated and serves as primary point of contact with contractors for all strategic security issues. Participate as Subject Matter Expert in the selection of Security Service providers in Headquarters and Country Offices.
Liaison with Public Safety Agencies: Develop and maintains high-level relationships with local and foreign law enforcement agencies, professional network peers, and those responsible for public safety, security, and resilience; as well as well as those involved in visits by Heads of State and other high-profile visitors to the Bank at HQ and COFs.
Outreach and Training: Provide comprehensive security outreach to the Bank personnel at HQ and in the COFs through various communication channels, events, and training. Provide risk awareness and reporting for staff that can affect their safety.
Readiness: Ensure fire, earthquake and/or other risk mitigation drills or exercises are
Personnel Safety: Develop and manage a comprehensive Personnel Safety Program within the COF program that includes security measures for Bank personnel, their families, and homes, including coordination of safety and security strategies and personal protection plans where necessary.
Cross-Cutting Initiatives: Participate in the Bank’s Domestic and Workplace Violence Prevention Work Group, and in similar initiatives and special programs as an advisor to develop policy and preventive measures and respond to specific cases accordingly.
Financial Management: Plan and manage the Corporate Security Program operating budget and related capital projects, as appropriate.
Education:Master's, or equivalent degree, in Business or Public Administration, Criminal Justice, or other relevant discipline. CPP designation from ASIS International or similar certification is a plus.
Experience:Minimum 5 years (preferred 10 to 15 years) of proven performance in progressively responsible roles for developing, managing, and overseeing cross-functional, security risk mitigation programs for successful multinational corporations operating facilities in Latin America, the Caribbean, and the US.
Languages: Proficiency in English; Spanish is required.
