Oversees monitors and reports on all security aspects of the CAES Special Security Agreement (SSA) requirements, CAES Security policies and procedures and physical security programs and activities at a CAES cleared facility. Implements, manages to and ensures compliance with CAES security policies, procedures and directives. Primary advisor to the Site VP/GM, executive management, and senior leadership all site physical and SSA security compliance matters.
Essential Duties and Functions:
Implements, manages to and ensures compliance with government and company security policies, procedures and directives, to include CAES Special Security Agreement (SSA) requirements
Primary advisor to the Site VP/GM or LOB leader on all physical and SSA security matters and liaison to the local Defense Security Service (DSS) Industrial Security Representative on all matters pertaining to the SSA and safeguarding and handling of controlled unclassified information (CUI)
Serves as primary Subject Matter Expert (SME) to site leadership and outside agencies on all physical and SSA security matters; partners with appropriate site functional representatives (e.g., trade, Human Resources, Information Technology, etc) as appropriate
Assists in the development and implementation of compliance standards supporting SSA requirements
Conducts periodic self-inspections on local processes and practices to ensure SSA compliance; accurately reports security posture to site, group and corporate leadership
Develops, conducts, coordinates and delivers all site and program-specific security education programs ensuring all facility personnel complete appropriate SSA training
Principle manager on all physical and SSA security requirements, with working knowledge of Foreign Ownership, Control and Influence (FOCI) policy and CAES security structure
May conduct security awareness briefings and debriefings, including counterintelligence, pre- and post-travel, and suspicious contact reports to site personnel
Assists temporary and permanent employees, interns, candidates, and consultants with successful completion of SSA visit and interaction requirements
Conducts investigations and completes Reports of Investigation (ROI) on all SSA security matters; makes recommendations to local Human Resources and supervisory personnel on disciplinary actions; provides ROI to group and corporate leadership as required by CAES policy
Implement all Corporate and Group Security direction, policy and procedures throughout the facility in support of SSA and physical security requirements
Oversees badging of employees, visitors, consultants and government representatives to ensure compliance with CAES policy
Ensures proper training and routine oversight of site reception duties, to include badge handling and processing, visitor control and physical security management
Maintains proficiency in all physical and FOCI security policies and practices
May manage a staff including direct report personnel, guard force or other security providers and consultants
Supports, communicates, reinforces and defends the mission, values and culture of the organization
Other Duties and Responsibilities:
Possesses basic knowledge of CUI (ITAR/EAR) regulations
Oversees physical security and guard force operations, where applicable
Perform independently, or with a group, on site, group or enterprise-level security projects designed to enhance the security posture of CAES
Education & Experience Requirements:
8 years Bachelors degree or equivalent combination of education and experience Bachelor's degree or equivalent business training with 3+ years of experience
Must be able to effectively communicate with peers, other functions and site executives
Familiar with FOCI mitigation processes and procedures, with emphasis on SSA management preferred
Prior supervisory or management experience required
Must be a proficient user of Microsoft Office software. Experience using Design of Experiment (DOE) or other statistical software is preferred
