This Chief Security Officer position resides within the Department of General Services, whose mission is to be agile, efficient and effective in delivering services in an ever evolving environment. We provide quality, value-added support services to internal and external customers through our Security Office, Energy Office, Contracts Office, Central Services Office, Purchasing Division, and Facilities Management Division.
This is no ordinary government job. As the City’s Chief Security Officer this is an opportunity to strategically develop and implement the city’s long-range security plans and policies. You will be responsible for envisioning, initiating and overseeing critical City security and safety projects that create and maintain a safe environment for employees and citizens in City facilities.

Duties and Responsibilities
Creates, implements and monitors security policies, procedures and practices including state-of-the-art technology solutions and innovative security management techniques
Manages the City’s Security Operations Center (video command and dispatch center)
Develops, implements and manages facility access control procedures through the City’s employee and visitor badging and credentialing program
Manages the City’s security services contract, including programs involving armed agents within facilities
Oversees the city’s Security Governance Committee, developing comprehensive city security policy
Conducts financial analysis of the Security Office to ensure security operation efficiency and quality control
Oversees and performs facility security vulnerability assessments, and audits security performance and security equipment condition
Develops, implements and manages citywide security training
Coordinates security efforts with representatives from the Denver Department of Safety, the Denver Office of Emergency Management, federal and state agencies, and other key stakeholders
Assists in preparation of emergency management, contingency planning and business continuity planning for the City and the Department of General Services
Collaborates with other city stakeholders to develop and oversee the executive protection program for high-level elected officials

Expert knowledge of

Legal and Regulatory Security Requirements
Security Principles and Practices
Certified Protection Professional (CPP®) certification or equivalent
7-10 years direct experience in a high-level security role
Knowledge of security best practices, both physical and electronic
High level analytical skills, leadership experience and exceptional relationship management competencies to understand impact and sensitivity of security issues
Ability to effectively communicate with all levels of the organization on the status of security and related issues
Ability to understand, interpret, analyze and develop consensus within an organizational climate of diverse operational activities and often-conflicting regulations imposed by agencies with regulatory jurisdiction
Demonstrated commitment to lead City Staff in education and training advancement

Education: Baccalaureate Degree in Business Administration, Emergency Management or a related field.
Experience Requirement: Three years of experience acting as an administrator or a full performance level professional within security, emergency management or a related field
Education/Experience Equivalency: A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.
