Reporting to the Manager, Facilities Operations and Maintenance, is responsible for managing the daily security operations at the Region through: the deployment of contract security guards, collection of security camera video recordings, liaising with emergency services as needed, and providing subject matter expert advice to client departments as well as HR Employee Health and Safety, will lead the creation and implementation of plans, policies and procedures that will enhance corporate safety through: documentation, standard operating procedures, training and education.
Provide expertise and support to the Manager to ensure the identification, mitigation, prevention, response and recovery from physical security vulnerabilities within the Region along with response to imminent threats by ensuring the development and implementation of Region-wide policies and procedures, physical controls and standards and processes addressing threats and vulnerabilities and by conducting threat, risk, vulnerability assessments, and, where applicable, overseeing the execution of the above by qualified providers.
Identifies, develops and/or sources external resources for Region required security training (internal training and advanced security or life safety training).
Ensures the maintenance of the Corporate Security Business Continuity Plan (BCP) and the maintenance of a Corporate Security Policy and the Security Master Plan (SMP).
Assists the Manager in developing annual business/work plans and in developing service plans and staffing proposals.
Provides input into budget and business plan development, policies and procedures.
Provides input into the development of policies and procedures.
Determines Security Officers training needs and liaises with contractors to ensure security personnel are sufficiently trained; monitors work and makes recommendations for efficiencies and improved customer service.
Ensures that security personnel work in a safe manner and utilize all required health and safety equipment and protective devices and following all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional policies.
Develops and fosters partnerships to mitigate vulnerabilities and advance the Region against evolving threats (e.g., Information Technology, Human Resources, Risk Management, Audit Committee, Health and Safety, York Regional Police, Royal Canadian Mounted Police, CSIS).
Interfaces with stakeholders as the key representative of Corporate Security for internal and external matters (internal emergencies, investigations, external emergencies etc.).
Participates in the preparation and negotiation of contracts related to security services and life safety programs.
Assists the Manager in the preparation of the security and life safety budget projections for inclusion in the Region’s budget process; monitors expenditures, approves invoices etc.
Successful completion of a University Degree in Criminology, Social Science or related field or approved equivalent combination of education and experience.
Minimum five (5) years’ experience in a multi-site corporate security program, of which at least 3 years in a direct supervisory capacity.
Designated Certified Protection Professional (CPP) from ASIS (American Society for Industrial Security).
Satisfactory Police Criminal Background Check Strong knowledge of physical security practices as well as automated security systems (i.e. access control, CCTV, key control).
Demonstrated knowledge of relevant regulations, guidelines, procedures, standards and legislation (e.g. Ontario Building Code, Fire Code, Trespass to Property Act etc.) affecting security and life safety in commercial real estate properties.
Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
