Reporting to the Director, Facilities Management Services, or designate, the Corporate Security Manager is responsible for the management and administration of the security operations functions for the City. Key responsibilities include managing the Corporate Security Program and managing and developing the Corporate Security Risk Management plan; developing and overseeing the City of Oshawa corporate security philosophy, policies, procedures and strategies to deliver a centralized solution for the security of City employees, members of the public and all city assets; managing day to day functions and services of contracted security guard service provider; developing, implementing, and monitoring a security activity and incident management system; creating budget, approving and monitor ongoing operating and capital expenditures associated with guard services, security technologies, and facility audits; developing and overseeing multi-year security risk assessments, identify threats and vulnerabilities, and recommend and implement mitigating and/or prohibitive measures; budgeting for, auditing and ensuring installations and repairs are performed as necessary.
Applicants have completed a four (4) year degree from a recognized University in Criminology, Business Administration, Criminal Justice, or Emergency Management, or related discipline, plus nine (9) years of related security management experience; or have the equivalent combination of education and relevant experience. Knowledge of and ability to interpret the Fire Code, Criminal Code, Trespass to Property Act, Provincial Offences Act, Building Code Act, Municipal Act, Municipal Code, Emergency Preparedness Management, and municipal by-laws. Strong interpersonal skills with the ability to communicate courteously with tact, both orally and in writing with excellent reasoning, critical thinking, and problem solving skills. Established PC skills and experience using relevant software applications. Current member of The American Society for Industrial Security (ASIS) and in good standing preferred and certification as Protection Professional (CPP) or Physical Security Professional (PSP) preferred. Must be willing and able to work irregular hours, on weekends, and on holidays as required and respond to after work emergencies. Must hold or acquire within six months a current Standard First Aid (within two years of certification), Basic Rescuer CPR-C (within one year of certification) and AED certification (within one year of certification). Possession and maintenance of a valid, unrestricted Ontario river’s Licence, minimum Class “G”.
