Our client, Birmingham Water Works, is seeking a Security Manager. The Security Manager leads the Security Department and reports directly to the Assistant General Manager, Operations & Technical Services. The Security Manager is responsible for the development of policy, standards, guidelines and procedures to build and maintain a strong culture of security within the Birmingham Water Works focused on the safety of customers and employees and the integrity of assets. The Security Manager provides direct leadership for a Security Superintendent, provides management oversight for the entire security team and serves as the organization’s primary security subject matter expert.
Major duties of the Security Manager
The Security Manager protects the facilities and plants of Birmingham Water Works from threats and ensure the safety of customers and employees by carrying out the following duties:
Manage the development and implementation of security policy, standards, guidelines and procedures
Conduct workplace violence prevention training and situational/security awareness training for the organization
Coordinate closely with the Information Technologies Department on cybersecurity initiatives and maintain expertise on information technology and cybersecurity issues
Oversee the development and implementation of the following systems and initiatives: Security Risk/Vulnerability Assessments, Emergency Response Plan, Security Tabletop Exercises, Perimeter Security Systems, Video Surveillance Management System, Access Control Systems, and Visitor Management Systems
Conduct threat assessments, penetration tests, and security surveys
Ensure proper maintenance and asset management of security equipment; facilitate procurement of necessary security goods and services; and authenticate the validity/necessity of all departmental expenditures
Establish and maintain strong working relationships with officials at the US Department of Homeland Security (DHS), Alabama law enforcement, local law enforcement, and other agencies such as the Water Information Sharing and Analysis Center (WATER-ISAC)
Attend security conferences to remain current on technology advancements and emerging regulations/policies
Work with other managers and executives within the organization to deliver and improve upon security objectives
Minimum qualifications for the Security Manager position
The ideal candidate will have an advanced degree but, at minimum, a bachelor’s degree from an accredited school (preferably in Criminal Justice or related field). The candidate should have 10+ years of critical infrastructure security experience (preferably in the water sector) with demonstrated strong expertise in security means/methods and current/emerging security technologies required. Additionally, 5+ years of security supervisory experience is required. A background in law enforcement or the military and security clearance with the U.S. Department of State are a plus. Experience in risk management, emergency response planning, security surveys, security audits, and threat assessments is also preferred. The ideal candidate for the Security Manager position will have exceptional leadership, interpersonal, and communication skills (verbal and written).
The following certifications are required for the Security Manager position:
Board Certified in Security Management (CPP) by the American Society for Industrial Security (ASIS)
The following certifications are preferred:
Board Certified in Physical Security (PSP) by ASIS
Homeland Security, Level III (CHS-III)
Finally, the candidate must also have the ability to obtain and maintain an Alabama Driver’s License.
