THE POSITION PROFILE

The Manager of Security Operations, Grants & Administration manages and directs the administrative functions of the Security Division including budgets, procurements, contracts, grants, permits and procedures. This position will report directly to the Assistant Director of Security.
THE SECURITY DIVISION
The Security Division provides and coordinates public safety, security and operations for the Port and its tenants. This group is comprised of approximately 100 employees. The division is part of the Commercial Operations Bureau.
The successful candidate must be a results-oriented and well-respected leader with excellent communication and interpersonal skills. These essential skills are necessary to establish and maintain effective working relationships with all levels throughout the organization and people from diverse backgrounds including partnering agencies, elected officials, stakeholders, tenants and the public.
In addition to the minimum requirements, the ideal candidate will have the ability to create effective partnerships, utilizing negotiation skills, political savvy, persuasion and lobbying techniques to achieve desired outcomes.
EDUCATION, KNOWLEDGE & EXPERIENCE
A Bachelor's Degree in Business Administration, Public Policy, or closely related field is required.
A Master's Degree in above disciplines is not required but is desirable.
A minimum of five years of full-time, progressive, professional experience in a grants management / administration role is required.
Experience training and supervising professional staff is required.
Public contracting experience is a plus.
Must be a hands-on manager with strong technical knowledge, business writing and presentation skills.
A history of effectively managing and successfully working with people from diverse backgrounds and areas of technical expertise is required.
Professional Knowledge and Characteristics: The candidate selected will also possess the following professional attributes and strengths:
Knowledge of the principles and practices of local government administration, grant administration, contract administration, budgeting and financial management.
Working knowledge of local, state and federal statutes, laws and regulations pertaining to public contracting and grants administration.
Knowledge of research principles, data analysis and report writing.
Knowledge of homeland security and port security programs highly desirable.
Knowledge of City policies and procedures and City financial systems, including ADPICS and FAMIS highly desirable.
The Manager of Security Operations must complete a thorough background investigation, and may be required to obtain a "Secret" level clearance.

Additional Salary Information: The Port of Long Beach has established an annual salary of $130,000 - $140,000. Placement is typically at midpoint and based on qualifications. An attractive package of executive level benefits is also included.
