This position will remain open until a suitable candidates has been identified. DESCRIPTIONThe Export Analyst/Assistant Facility Security Officer supports Export Control and secure research at UCSD. The position will assist in the day-to-day operation and implementation of the University's export control compliance program to ensure compliance with federal laws and university policies and procedures relating to export controls, economic sanctions, and secure research. As an Export Analyst, provides administrative support as assigned by the Export Control Officer (ECO). Monitors, reviews, and evaluates the license applications required by export control regulations as well as educates and offers guidance to faculty with understanding and managing their obligations to comply with regulations, statutes, and policies. This position works to ensure that UCSD complies with the various U.S. export control regulations, including those administered by the Department of Commerce (Export Administration Regulations (EAR)), the Department of State (International Traffic in Arms Regulations (ITAR)), and the Department of the Treasury Office of Foreign Assets Controls (OFAC). As the Assistant Facility Security Officer (AFSO), this position will support security functions of the UCSD National Industrial Security Program in compliance with federal government regulations that information entrusted to the University is properly safeguarded as outlined in the National Industrial Security Program Operating Manual (NISPOM) and University policies and practices. The AFSO assists in implementing and monitoring security policies/practices. The AFSO assists in ensures accountability for controlled documents and media, personnel security clearances, visitor control procedures, personnel/subcontractor badging, Common Access Card and other credentials for access to military facilities, training, monitoring compliance internally, federal reporting and participating in periodic federal audits/inspections. Using research compliance concepts, applies organization policies and procedures to review and / or pre-review moderately complex transactions. Works independently in most cases without a great deal of supervision or oversight for routine or standard assignments. Occasionally pre-reviews or highlights potential issues of concern for Export Control Office to consider in their review of research transactions that qualify for full export license or facility security review.
