Provide broad technical expertise associated with the development and operation of PNNL’s Physical Security Access Control Systems. Responsible and accountable for the analysis and interpretation of DOE and other government agency regulations, laws, and Orders; development of PNNL’s Access Control policies and procedures; generates test and implementation plans and reports associated with the program area; coordination of access control hardware installations and associated performance testing and maintenance. Identifies and makes recommendations to resolve high risk Physical Security issues affecting Laboratory strategy. Leads mentoring and training of succession candidates and grows the skills of others.

The incumbent is expected to work independently with increasing levels of responsibility. This will include providing appropriate leadership and oversight for the implementation and conduct of the Access Control program area. This includes strategic planning, risk management, allocation of resources, and schedule development. Incumbent will represent PNNL and establish and maintain strong working relationships with Lab staff members and management, DOE site office, contractor organizations, universities, and other federal agencies.

Minimum Qualifications:

• Bachelor's degree and 5+ years of relevant experience or
• Advanced degree and 4+ years of relevant experience
• Professional license and/or certification may be preferred

Preferred Qualifications:

• Degree in electrical engineering, systems engineering, information systems, and/or information technology; advanced degree is preferred.
• Professional license and/or certification may be preferred
• Possesses the ability to lead inter-disciplinary teams dealing with issues related to areas of expertise.
• Possesses an understanding of the programs, concepts, and principles related to Physical Security.
• Possesses the ability to apply and/or develop advanced technical principles, theories, and concepts in areas of expertise.
• Possesses the ability to provide oversight of other staff and contractor work.
• Strong written and verbal communication skills.
• Demonstrated experience with the design, implementation, and/or management of security systems, including mechanical and electronic access controls, intrusion detection, cameras and video assessment, alarm monitoring, and/or other security sensors is preferred.
• Knowledge of various DOE orders and DOD regulations is preferred.
