Asset and Facility Management (AFM) provides master planning, space planning, architectural design, and construction administration services for the development of general government, detention, and Park & Recreation facilities. AFM is responsible for Mecklenburg County's property inventory through the acquisition and disposition of real property. AFM manages the maintenance of all County-owned buildings with the exclusion of Park properties. AFM provides a variety of assets and services to the support County agencies in carrying out their business functions.
Position Summary
The County Security Director is responsible for leading and directing the activities of the business unit, security vendors, and the County-wide security program, ensuring the protection of County staff and assets enterprise wide. The incumbent is responsible for the Mecklenburg County Government’s security vision, strategy and complete program and coordinates with and/or advises all County departments on security matters. The director performs strategic planning and makes critical decisions as necessary for the protection of staff and assets throughout the County. The Security Director is additionally responsible for the overall security plan for Charlotte-Mecklenburg Library locations throughout the County. The incumbent has full oversight of the design, installation and functionality of the County’s access control, intrusion, and video management systems. The director is also responsible for the development and updating of all County-wide security policy and procedures.
Essential Functions
Oversee management of outsourced contracts for security guard forces (100+ officers), cash transport, and security alarm systems.
Oversee mass notification system operations, including communicating security bulletins and alerts to employees.
Oversees workplace violence prevention and emergency preparedness policies and procedures.
Oversee management of a 24/7/365 Security Operations Center staffed by security vendors.
Oversee the development, implementation, and updates to the County Facilities Security plan.
Develop and implement departmental goals, plans, and standards consistent with the administrative, legal, and ethical requirements/objectives of the County.
Develop a system strategy for Security Services that supports the organizational objectives and needs of County departments
Conduct vulnerability and risk assessments to determine appropriate security levels at facilities
Establish partnerships with Risk Management, County Safety Coordinator, Charlotte Mecklenburg Police Department, and private security firms ensuring coordination of activities and liaise with appropriate stakeholders to provide project planning and problem resolution
Coordinate response to critical security incidents and conducts security briefings as appropriate
Direct and evaluate departmental security operations, including security technologies, service level determination, and complaint management, to achieve performance and quality control objectives
Monitor and track Key Performance Indicators to determine efficiency and effectiveness of safety and security processes including internal and external resources
Prepare, monitor, and evaluate departmental budgets, and ensures that the department operates in compliance with allocated funding
Coordinate project bid processes, specifications, awards, negotiate and manage contracts for security services or projects
Review and approve progress payments for security projects as appropriate and according to contractual agreements
Develop policies and procedures and communicate expectations for tasks and outcomes with realistic and effective goals and priorities, including contingency planning
Establish training programs for County employees to instill an understanding of the importance of all safety and security policies and procedures
Develop, update, and distribute Facility Emergency Action Plans for use by County departments enterprise-wide

Minimum Qualifications
Experience:
Minimum of eight years Security, Law Enforcement, or Military plus three years supervisory experience or management role. OR
High school diploma required with 12 years Security, Law Enforcement or Military experience to include three years supervisory experience or management role, in lieu of degree.

Bachelor's degree in Business, Security Management, Criminal Justice, or a closely related field
ASIS internationally accredited certifications in: Certified Protection Professional (CPP) or Physical Security Professional (PSP)
Experience with risk management
Experience and demonstrated skill in conducting research, investigations, and assessments
Familiarity with CPTED
Demonstrated ability to work with people of varied backgrounds and objectives
Knowledge, Skills and Abilities
Knowledge of
Interpreting leases ensuring the level of safety and security is meeting contractual obligations
OSHA regulations, Fair Labor Standards Act, Americans with Disabilities Act, laws as well as MWSBE requirements regulating the bid and contract process for government facilities along with county, state, and federal policies
Negotiating, writing, and enforcing contracts
Interviewing candidates, working with staff, and conducting general day-to-day business
Operational budget development and management
Access control, intrusion and video management security systems installation, operation, and integration
