DEPARTMENT OVERVIEW
Risk and Safety Services (RSS) serves the campus by leading and coordinating multidisciplinary services to sustain a safe and healthy campus through managing risk, preventing injury and loss, and coordinating access, emergency response, and recovery. Performing these critical functions requires a broad spectrum of business and financial support to all RSS units that successfully manage a combined budget of over $28 million with over 250 employees. Risk and Safety Services units include the following operations:
Under the general supervision of the Associate Vice Chancellor for Risk and Safety Services, the Campus Security Manager supervises unit operations to ensure compliance with departmental or organizational policies, procedures, and defined internal controls. Ensures accountability and stewardship of the department resources (operational, financial, and human) in compliance with departmental standards and procedures. The Campus Security Manager will develop, train, and plan for emergency preparedness in conjunction with the Office of Emergency Services. The incumbent is responsible for material management, preparation, and fiscal control of the departmental budget. Develops training, leads corrective action plans and manages incidents related to security events. Management oversight, including but not limited to incident response, Parking Enforcement, availability, and information security operations. The Campus Security Manager is fiscally responsible for the department's budget to support the security infrastructure, procedures, and information security regulations requirements. This position Works collaboratively with Leadership, faculty and staff, to build and maintain the security and compliance programs including development, implementation, and monitoring of controls, policies, and procedures. The incumbent will also work closely with campus and non-campus emergency response personnel (University Campus Police Department, Santa Cruz Police Department, and Santa Cruz Fire Department).

Salary Information: Salary Range: $84,200 - $105,000/annually. Salary commensurate with skills, qualifications and experience.

Directly supervises Security staff protecting property and entrance to restricted areas, maintaining crowds at public events, performing security inspections for risks, and controlling safety rule infractions. Manages schedules based on demand and skill set.
Supervises and coordinates Security Program operations in assigned areas, ensuring full compliance with all regulating agencies and state and federal requirements. Investigates unusual occurrences/issues, exercising judgment to interpret policies in area of supervision to identify resolutions or recommendations.
Trains Security Professionals, teaching them how to react to security situations quickly and when to escalate. Mentors staff to meet security standards provides guidance and judgment and supports staff in achieving growth areas.

Submits annual budget proposals to the Rates and Fees committee as needed.

Collects information regarding assigned unit's performance against the Security Program goals and communicates regularly with management on activities, results, and pertinent operational issues. Consults with Management on strategies to improve performance.

Identifies any campus or medical center operations conditions that pose an immediate threat to life or health or threaten damage to the buildings or hospital equipment and intervenes within the latitude of policies and procedures.
REQUIRED QUALIFICATIONS
Bachelor's degree in related area and / or equivalent experience / training
Knowledge of regulations regarding hazardous materials, fire codes, building codes, and all other relevant safety requirements. Demonstrated ability to interpret and apply regulations as issues arise.
Knowledge of general HR and Higher Education policies and processes. Knowledge of relevant regulatory agencies' federal and state requirements. Ability to apply policy knowledge to identify compliance risks and regulatory issues.
Demonstrated leadership skills in training and guiding employees on Security Program standards and techniques. Motivates and inspires staff to improve security services.
Demonstrated ability to prioritize effectively to meet deadlines in a fast-paced environment.
Ability to organize assigned staff and unit operations in an efficient and effective manner.
Ability to develop and maintain cooperative working relationships with the Security team and collaborate across departments as necessary.
Skills to quickly evaluate issues, apply judgment, and identify solutions within defined procedures and policies.
Interpersonal skills to handle sensitive and / or stressful situations with a multicultural population. Communication skills to explain the reasoning behind Security policies to staff and the broader population.
Customer service experience is sufficient to interact positively and professionally with all levels of personnel within the organization.
Supervisory experience and ability are sufficient to communicate expectations, set goals and objectives, motivate staff, give and receive feedback, and effectively address disciplinary issues.
PREFERRED QUALIFICATIONS
Be familiar with UC Parking Enforcement policies and procedures.
SPECIAL CONDITIONS OF EMPLOYMENT
Selected candidate will be required to pass a pre-employment criminal history background check.
Must possess a valid license to drive in the state of California.
Interviewees will be required to provide a current DMV record.
Ability to work long periods of time at a computer with or without accommodation.
The selected candidate will be required to work primarily on campus, with periods of remote work possible based on operational needs, and be able to fulfill requirements of the UCSC telecommuting agreement.
