Degree in business, computer science, cybersecurity, computer engineering or a related field. Experience with cybersecurity industry best practices and principles. Experience in program management, preferably in a non-profit, corporate, or academic setting. Operational experience successfully securing, sustaining, and distributing funding to business functions. Prior work with grant funding, grant-funded programs, or government funding agencies. Experience managing people and building relationships with external stakeholders. Experience working with highly confidential and legally protected information.

Summary
Iowa State University seeks a Technical Project Specialist III to develop, manage, promote, and oversee the delivery of a state-wide cybersecurity program targeted toward all political subdivisions across Iowa, through various responsibilities:
Program Leadership: Under the guidance of Iowa State University and input from the advisory panel, lead and manage program operations. As funding becomes available, provide the leadership and management to expand the program's reach and establish Iowa as a national leader in cybersecurity.
Program Development: Create, organize, and implement initial programming based on the projects identified by the overall project plan. Garner initial support and identify funding opportunities for program growth.
Mission Alignment: Ensure the program's mission aligns with the federal guidelines for the program while spearheading long-term growth and risk mitigation.
Stakeholder Engagement: Build positive relationships with local, state, and federal government partners, academic institutions, and relevant communities and organizations.
Funding and Marketing: Develop funding and marketing strategies, collaborating with the Iowa Department of Management and Iowa State University to secure grants.
Budget Oversight: Monitor and manage the budget, aligning funds with strategic goals.
Policy and Compliance: Establish and maintain standard operating procedures, ensuring compliance with state, federal, and contractual requirements, as well as customer agreements.
Collaboration: Work with Iowa State University extension and other stakeholders to enhance and expand services and to address current and future cybersecurity trends and threats.
Candidates must be legally authorized to work in the U.S. on an on-going basis without sponsorship. This is a fixed term position, with expectation for renewal based on availability of funding.
