Under the direction of the Police Chief of the Stanford Department of Public Safety (DPS) and working closely with the law enforcement leadership of DPS and university stakeholders, the Event Security Operations Manager (SM3) will develop and implement plans for security operations, emergency medical response, and emergency management contingency plans for planned and unplanned events occurring on the Stanford campus. Events will range in size and complexity and will include events that attract thousands of attendees and require collaboration with multiple university and off-campus stakeholders. The types of events will include: athletic events (college football and basketball as well as periodic professional sports teams), concerts, Commencement Weekend, Parent's Weekend, New Student Orientation, Reunion Homecoming, heads of state and other dignitaries, controversial speakers as well as unplanned events such as protests and demonstrations.
Incumbent will advise and counsel University stakeholders ranging from department level to senior level university leaders in the development of comprehensive security plans for high profile, complex campus events. Will represent the department and university in collaborative relationships with off-campus stakeholders including allied law enforcement agencies, the Secret Service, FBI, and/or foreign security personnel to support security operations planning for complex university events and details that attract thousands of attendees/participants and pose a potential risk of threat or danger to the campus. . A deep understanding and appreciation of the culture and operations of the department and the university are essential.
In-person attendance at events to evaluate security operations and support university stakeholders will require evening and weekend work.
Position Description
The Event Security Operations Manager (SM3) plays a vital senior role in the management of security, medical response and emergency contingency plans for events occurring on the Stanford campus. The SM3 will provide guidance, negotiate with, influence and support university leaders on matters of safety and security that have a campus-wide impact. The SM3 will be responsible establishing security plans and ensuring medical response plans are in place for the 300+ planned events that occur on campus each year including procuring and scheduling security and supplemental medical personnel to staff events. The SM3 will ensure the successful execution of security operations at events, working in collaboration with sworn personnel.
This position will manage the budget for special events including appropriate forecasting and financial reporting as well as overseeing payroll and related transactions for casual employees. The incumbent will oversee the cost recovery for security services provided at events. The SM3 will ensure contracts with external security vendors are in place to provide supplemental security personnel.
The SM3 will manage all aspects of the department's Special Event Patrol program, including recruiting personnel and ensuring appropriate training with support from the department's training program manager. The SM3 provides mentorship and support to the university's volunteer Stanford Emergency Management Team (StEMS), which is sponsored by DPS.
The successful incumbent must be able to manage multiple priorities simultaneously and balance a demanding workload independently; anticipate future event staffing needs based on past events and other available information; develop tools and processes to review and analyze data related to special events programs in order to make strategic decisions on behalf of the organization to creatively solve issues and resolve conflicts.
All benefits-eligible members of the Stanford Department of Public Safety are considered essential (or required) university personnel for purposes of managing emergencies and critical incidents impacting significant portions of the campus. As such, all benefits-eligible DPS personnel are expected to respond to campus during a major emergency. Additionally, in conjunction with other DPS personnel, the SM3 may be responsible for implementing ICS during large scale and/or high-profile special events and critical incidents. These responsibilities will require the incumbent to work nights and weekends, sometimes with little advanced notice.
Essential Job Responsibilities
Duties may include, but are not limited, to the following:
Leadership and Personnel Management (30%)
Provide strategic leadership and overall direction for security operations for university buildings, facilities, properties, and events campus-wide, leading the development and execution of all aspects of security planning; will require on-site presence during high-profile events.
Promote and model the department's Core Values, R.O.O.T.S. philosophies and department/university performance and behavioral standards.
Work ethically and collaboratively with others to accomplish the fundamental public safety mission of the department.
Possess and demonstrate an awareness and appreciation of the cultural diversity of the department and community.
Counsel employees, direct performance management programs for staff and evaluate performance of personnel within the unit.
In collaboration with Public Safety Human Resources Manager (s), guide supervisors and members of the Special Events unit in the interpretation and implementation of human resources policies, procedures and programs.
Event Management and Administration (60%)
Work collaboratively with the sworn leadership of DPS to develop, oversee and manage the daily operations of Department of Public Safety with a focus on planning and coordinating security operations for campus events and unplanned incidents requiring additional security staffing. Provide guidance and advice to university leadership and other entities sponsoring high profile university events or campus details (including VIP visits, protests, strikes, etc.) with respect to security planning operations and needs. Be present and responsive to university leadership during high-profile events/details to provide guidance and support while demonstrating political acumen in response to evolving needs.. Provide strategic leadership for all aspects of security planning and operations.
Develop and implement comprehensive security plans for high profile, complex events and details that may attract large crowds and/or bring increased risk or liability to the university. Direct resources and personnel to provide security for high profile campus events/details; this may include utilizing DPS personnel as well as third party entities to ensure the successful implementation of security planning and mitigate concerns for university liability. Assess, plan and evaluate operational plans and deployments.
Independently direct resources and personnel to provide security for special events across campus. Requires the ability to create strategic plans and to adjust resources in a highly complex organization while demonstrating political acumen. Manage and oversee the department event security operations budget. Develop financial forecasts and track budgetary expenses for security operations. Prepare reports for the Director of Public Safety detailing expenditures, cost recovery and other funding requirements as well as staffing analysis reports, revenue vs. cost analysis and wage analysis reports in support of proposed pay increases for casual security employees.
Prepare regular reports for the Director of Public Safety detailing events, expenditures, recharge arrangements and ongoing funding requirements. Collaborate with the Finance Manager during the annual budget preparation to ensure accurate representation of special events staffing and financial information.
Communicate applicable financial policies and procedures to special event unit personnel; ensure accuracy, completeness, and timeliness for management financial processes and reports.
Additional Duties (10%)
All members of the Stanford Department of Public Safety are considered essential or required University personnel and are expected to respond to campus during a major emergency to assist the department with the management and mitigation of the emergency.
Provide leadership during large scale special events, as assigned.
Provide guidance and support to staff who monitor a police radio to issue a "Timely Warning" or "Immediate Notification." Following established workflows, provide alert notices to campus via the university's AlertSU system.
Other duties may also be assigned.
**Weekend work and shift work will be required, sometimes with little advanced notice, including 5-8 home football games each year.**
Minimum Education and Experience Required
Bachelor's degree and ten years of relevant experience or combination of education and relevant experience; at least three years of supervisory experience.

All personnel working for the department are responsible for providing public safety services to the community. Personnel will be trained to perform duties outside their normal day-to-day responsibilities, such as dispatching and/or emergency call taking and/or special events logistics support, so they are able to provide support during emergencies and special events. Training includes familiarity with the Incident Command System.

The expected pay range for this position is $179,000 to $225,000 per annum.
