We are seeking a Facility Security Officer which is a new position at the University; functions of the position have to-date been performed by the Director of Export Controls and Facility Security. As University programmatic operations change and regulatory obligations increase in the area of U.S. Government-sponsored classified research, the University has created a full-time Facility Security Officer position.
Specific Duties & Responsibilities:
- Is the University's primary official for oversight and management of classified research conducted under the auspices of JHU.
- In collaboration with the Office of General Counsel, is the University's primary resource for interpretation and application of National Industrial Security Program (NISP)/National Industrial Security Program Operating Manual (NISPOM) regulations, and as such advises university leadership on issues associated with JHU's facility clearance. Includes recommending strategy, resources and action needed to comply with the National Industrial Security Program.
- Oversees and manages the University's compliance with all applicable NISP regulations.
- Is the University's primary point of contact with the Defense Security Service (DSS).
- Is DSS's primary point of contact with JHU's network of cleared personnel.
- Works closely and collaboratively with the Facility Security Officer of the Johns Hopkins University Applied Physics Lab.
- Works closely and collaboratively with the academic divisions and other University officials (including the Export Control office and research administration offices).
- Monitors JHU's network of cleared personnel (e.g., status of their clearances, type and location of access to classified materials, sufficiency of training, etc.)
- Collects, compiles and disseminates information, as required or needed, for JHU to maintain its status as a cleared facility.
- Acts as JHU's Insider Threat Program Senior Official.
Minimum Qualifications (Mandatory):
- Bachelor's Degree required.
- 4 years of related experience required.
- At least 2 years of experience working in an office with responsibility for facility security issues.
- Advanced degree may substitute for some related experience.
- Due to the nature of the work to be performed, only US citizens will be considered for this position.
- Advanced knowledge and comprehension of the National Industrial Security Program Operating Manual required.

Preferred Qualifications:
- Prior compliance work at a research university.
- Prior service as a Facility Security Officer.
- Active Top Secret security clearance.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
