The Des Moines Airport Authority is hiring an Airport Security Specialist. Under general supervision of the Airport Operations and Security Manager, acts as the designated Airport Security Coordinator, provides day-to-day management of security related activities, manages the airport badging office, and ensures compliance of the Airport Security Program for the Des Moines Airport Authority. Responsible for overall management of the badging office, security compliance, Part 77, TSR Parts 1500, 1520, 1540, 1542, 1544, Airport Security Program, Authority Rules and Regulations, and other applicable federal, state, and local statutes regulations and requirements. Develops, implements, and monitors all security related training programs. Manages airport identification management system, video surveillance system, access control system, and physical key system. Manages employee screening program and associated contractors. Operates various computer software applications and performs related work as required. Performs other job related duties as required.
Essential Job Functions:
Supervises and performs all duties of Airport Security Assistants;
Manages the Airport Security Plan to include ensuring procedures are updated, contacts are maintained, documents are relevant and actionable, and supporting plans are updated;
Manages employee screening program and staff scheduling;
Develops Airport security related tabletop and exercise scenarios and coordinates activities with Airport Operations and Security Manager;
Develops and leads security review meetings to ensure Airport wide compliance with applicable security procedures and regulations;
Serves as DMAA’s primary contact for security-related activities and communications with the Transportation Security Administration;
Oversees security checkpoint passenger queuing and monitoring systems;
Schedules badging office activities and ensures availability to meet tenant badging requirements;
Reviews all security-related functions to ensure that all are effective and in compliance with 49 Code of Federal Regulations (CFR) 1500, 1520, 1540, 1542, 1544, the airport security program, and applicable security directives;
Authorizes and determines the necessity for security clearances to airport users seeking access to the Security Identification Display Area and Sterile Area (SIDA);
Reviews the operation of the fingerprinting/criminal history records checks (CHRC), security threat assessments (STA), airport identification issuance and record keeping/retention process for regulatory compliance;
Prepares, maintains, and administers airport security compliance procedures, security related training requirements, and records for tenants, contractors, vendors, and airport staff regarding airport security;
Coordinates with Airport Authority staff for the implementation of processes and procedures to monitor, inspect, and implement corrective actions to ensure compliance with the Airport Security Program;
Prepares and maintains the Airport Security Program and related documents;
Acts as liaison with Transportation Security Administration, Law Enforcement, tenants, contractors, users, airlines, airport staff regarding airport security;
Manages identification management system, video surveillance system, access control system, physical key records system, badge training program, and badge office materials;
Enforces Airport Authority Rules and Regulations;
Performs other duties of a similar nature or level as required and assigned.
Required Knowledge, Skills and Abilities:
Thorough knowledge of 49 CFR Parts 1500, local, state, and federal laws, and regulation;
Ability to coordinate security program requirements with outside agencies;
Ability to select, train, evaluate and lead the work of others;
Ability to drive and communicate in an airport environment under positive control of the Air Traffic Control Tower;
Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks;
Ability to use logical and creative thought processes to develop solutions according to written procedures and/or oral instructions;
Ability to communicate effectively, both orally and in writing, using both technical and non-technical language;
Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Ability to effectively manage and direct other employees’ work activities;
Acceptable Experience, Training and Other Qualifications:
Graduation from an accredited college or university with a Bachelor’s Degree in Aviation Management, Business Administration, Public Administration, Criminal Justice, Homeland Security, or closely related field;
Three years of experience in airport operations, airport security, military security, law enforcement, security operation, or other closely related security services or
An equivalent combination in which each two years of applicable experience may be substituted for each year of required education.
Experience as an Airport Security Coordinator is preferred.
License or Other Requirements:
Successful post-employment physical and drug test;
Successful background investigation to obtain unescorted airport identification/access privileges;
Possession of a valid state of Iowa vehicle operator's license;
Must obtain TSA accredited Airport Security Coordinator (ASC) certification within three (3) months of hire;
ACE Security preferred, must obtain within one (1) year of hire;
Must be available nights, weekends and holidays for emergencies/contingencies.
